fine. What is `qhost -F` saying about the acutal value of the complex?

Yes, this was only a side note for your intended setup.

Maybe slots are available but no license. After setting  
"sched_job_info true" in the scheduler, what is `qstat -j <job_id>`  
saying for one of the waiting jobs?
