[GE users] 6.2u4: resource reservation not working for some jobs

What does max_reservation really mean?

from the sched_conf(5) man page:
max_reservation   The  maximum  number  of  reservations  scheduled
within a schedule interval.

If max_reservation=N, does this mean I can submit as many jobs as I want
asking for reservations, and that on each scheduler run only N will be
"processed"? Or only N can be started on each scheduler run?
What does it mean to "schedule" a reservation?

Perhaps a stupid question, sorry for that.
