[GE users] ARCO install "Must have administration privileges"

I actually found this same info on the mailing list archives.

Some comments / problems:

1. "Manually edit the /etc/opt/webconsole/console/service.properties file and add the following properties (replace the paths with fully qualified names):"

This file does not exist on my system, I had to create it. Are the three lines the only lines needed in the file, or are there others needed for core web console functionality?

2. "Create file reporting.reg in /etc/opt/webconsole/console/prereg/com.sun.grid.arco_6.2u3"

The "com.sun.grid.arco_6.2u3" directory also did not exist. I had to create it but I used my GE version "com.sun.grid.arco_6.2u4" in case it matters

Are there any other files expected under com.sun.grid.arco_6.2u4?

3. Regarding the "No application is registered..." issue, I confirmed that registrationservlet.jar and the tld directory are present.

$JAVA_HOME points to /usr/java/latest which links to /usr/java/jdk1.6.0_16

This is set for all users and was present during execution of inst_reporting

Should I be using a newer version of Web Console? I installed 3.0.2

You're using RedHat, aren't you? :)  Check the troubleshooting section 
of the ARCo docs.  That problem (and the solution) is explained there.
