[GE users] ARCO install "Must have administration privileges"

I'm running RHEL 5.2
If you still haven't got it to work, try to reinstall webconsole. This is a webconsole problem, not arco.
And make sure all permission are corrected as per the manual and trouble shooting page.
I'm poking thru my notes, I will response if I find anything useful.
