When an execd (re)connects to sge_qmaster, 
the corresponding exec host object gets spooled by sge_qmaster.

This is *not* necessary, the newly written execd spool file contains exactly the same information as the old one.

In a huge cluster (in this case some 3500 hosts) this causes significant overhead (3500 classic spooling operations on a shared filesystem)
at qmaster startup or when a large number of exec hosts get restarted / reconnect after a timeout.
