you could use a co-scheduler in a cron-job. If you submit all your  
jobs to this special queue with -h to put them on hold (if necessary  
by a JSV), they first need to be released. The co-scheduler would  
then have the task to check whether there is exactly one job for this  
queue no longer on hold, and otherwise to release exactly one job.
