[GE users] How do I restrict a user from a cell or production queues

you can use an ACL with just one entry, which you attach to the xuser_lists for these queues, you can even limit this to certain machines.

Another option can be an RQS, where you set slots=0 for some combinations of queues and/or machines for this user.
