[GE users] user_sort like behavior in ge6.2u3

I'm trying to implement a user_sort, what I refer to as round-robin, queue scheme. So in a nutshell I want each user to get one job to r state before anyone gets their 2nd job to r state. I've done this before, ge5.x, by setting:

     enforce_user auto
     auto_user_fshare 100
     use weight_tickets_functional 10000

But I don't see jobs sorting like I have in the past.
