[GE users] Running SGE 6.1

did you define any job_load_adjustments, hence hosts just used as scheduling target have an artificial higher load? The next jobs would then end up on other machines.

The exechosts with the lower numbers will be used first.

NB: The output of `qstat -f` will reflect the order which is used.
