Test qstat_option_s in checktree/system_tests/clients/qstat is broken. The subtest
using -s ha to submit a job with date hold contains a hard coded hold data of
1-Jan, 10:00. This test fails on a random basis because the job gets immediately
scheduled for execution (date hold already expired). It's just a pure coincidence
when qstat_count_jobs() is able to pick up this job in pending state. Pending
due to scheduling, not due to the hold date.

The fix is to provide a hold data which is based on the current date/time plus
an offset well in the future, e.g. one week from now.
