Some testsuite tests seems to submit jobs to gridenging without deflecting the
stdout and stderr changels to /dev/null. This produces a great amount of GE
output and error files in the users home directory:

Every test should per default submit jobs with "-o /dev/null -e /dev/null" or
delete the output files in the cleanup function.

On the performance cluster there were 82698 Sleeper files in its homedirectory!

Suggested fix: Add the new parameter to submit_job procedure, which will
indicate if the output and error will be redirected to /dev/null, if yes the
arguments will be added to qsub command (this will be the default behavior)

Check the calls of function, if the output/error should it be redirected to
/dev/null or not.
optional: Check the tests where the qsub command is called directly - use
submit_job procedure instead
