When the testsuite installs CSP keys on a host, it must make sure to delete
these keys when the host is taken out of the test cluster and before it installs
new keys.

Just overwriting the keys is not sufficient, because on some hosts this doesn't
work reliably, and if a host is taken out of the cluster or used for a negative
test (it shouldn't be able to connect), keys must be deleted anyway.
