Edited customer description:

For a queue with a specified soft and hard
resource limits, customer can SGE send mail to the
user when these are reached.

Mail can be sent when the hard limit is reached
(e.g. the job is aborted and if "qsub -ma ..." was
used). But what if the soft limit is reached?

A mechanism is needed to send e-mail to the user
when some percentage of the hard limit is reached
say the 9-hr point for a job running in a queue
with a 10-hr CPU run-time limit; but this
presupposes that the admin has specified the
soft-limit at the desired warning threshold.
