We need to extend the test issue_554

We need to check that when we have temp resource in resource provider and same
resource will show up with another starting service, the resource in RP will
disappear and resource in service will not be ambigious.

My proposed scenario:

1. we will get one moveable resource name from one service then shutdown the
service *without* -fr switch.
2. We will add the resource that we obtain in step 1 to other service and we
will start to shutdown all services *with* -fr switch.
3. After there will be no more started services in the system we will check that
in resource provider we have our moveable resource as a temp resource
4. We will startup the service that we shutdown *without* -fr switch.
5. We will check that our temp resource disappeared from resource provider and
the same resource is in ASSIGNED state without AMBIGIOUS flag in the started service
