A queue instance being in state "S" can't be suspended by `qmod -s ...`. Also the opposite isn't working: a queue instance in state "Ss"
(i.e. suspended by subordination and suspended by `qmod -s ...`before) can't be unsuspended. Expected behavior: the change of the suspend
state by `qmod ...` should be independent from the suspension by subordination.

A queue in state "Ss" should show "S" after the unsuspension by `qmod -us ...`, but the jobs running in this queue instance should get the
SIGCONT only when also the suspension by subordination vanishes.
