Editing RQS in `qmon` will open only an editor, and doesn't provide any guidance what to enter, in case you are unsure about the exact
syntax. To stay with the graphical interface, it should present first a list of all defined RQS (or options to add/delete/modify one), and
display for the selected one then a window in the style of the a) complex definition: one column for name, one for users, one for PEs... or
b) like the exechost definition and you get one pane per possible who-what-where entry when you click "add"/"modify". In addition on top the
comment and state (enabled/disabled) could show up. While saving this assembled rule, the real RQS syntax would be created and finally saved.

The newly added AR (advance reservation) feature stays within the GUI style as expected.
