Using -q ... in qstat results in ignoring pending jobs

The option -q wc_queue_list can be used in qstat to limit the output to this particular queue or even queue instance. While is is working in some cases and sometimes not, the pending jobs might end up as being ignored in the list.

Expected behavior: Using -q wc_queue_list should always work, and in addition filter the pending jobs to list those, which are eligible to run somewhere in the specified queue or queue-instance.

NB: It’s valid to specify qstat -q '!*' -s p but should list jobs which will never run. For now the output is empty.
