It would be useful to have something along the lines of per-user
consumables for user control of jobs, e.g. limiting the number of some
type run simultaneously or preventing a job running until another has
created some resource. In the latter case, it would be necessary for
jobs to be able to adjust the value. If it was per-job, it could
presumably generalize the array job -tc.
I understand LSF has something like this.
