On systems where this feature is available, place
const data in readonly memory.
This should improve security and show us
violations of the const rules in our code (by
dumping core).

On IRIX65 this can be accomplished by adding the
following options to CFLAGS:
-use_readonly_const -G0 -rdata_shared
