In order to supoport user level prolog and epilog
sripts, I created a generic prolog/epilog script
on all of my queues.

This was done to facilitate interfacing with a
license proxy I wrote.

The primary problem with my approach is if the
user specfied script exits other than 99.  If that
happens, the queue is disabled.  So, the potential
exists for a user to cause havok with the cluster.

Having this functioanlity built into qrsh/qsub
with better protection agains disabling queues
would be good.
