The user should be able to specify a switch and a limit. While it is easy to create a queue for this purpose, doing so causes "queue creep". Queue creep is the situation at a site where additional queues are created to meet specific, out of normal, jobs. Our LSF software, that we are moving away from, has over 100 legacy queues... At my site, I have limited the number of queues per host to just three(critical,common,trivial). Under this configuation, adding a queue to satisfy a particular stack limit, I would have to create three more queues per host. (stack_critical,stack_common,stack_trivial).
