qconf -?attr options do not show correct result
messages in all cases.

Some examples:

qconf -aattr and
qconf -mattr return with
"<name> modified <cq> in cluster queue list"
even if nothing has been changed

qconf -aattr shows two messages
No modification because <complex_attribute>
already exists in "complex_values" of "all.q"
eb114089@es-ergb01-01 modified "all.q" in cluster
queue list
if an entry already exists

qconf -dattr commands should be rejected if the
selected sublist element can not be deleted.
