When the PartialTimestamp.roll() method is called
on the MONTH or YEAR or CENTURY fields, it should
pin the day to the end of the period to prevent
strange side effects.  For example, if the month
is January, and the date is the 31st, rolling the
month foward by 1 without day pinning results in
February 31st, which resolves to March 3rd.
January 31st + 1m = March 3rd doesn't make any
sense.  Instead, January 31st + 1m = February 28th
is what we get when day pinning is done.  Same
goes for leap years when rolling the year.
Currently, the PartialTimestamp class does no day
pinning when rolling.  It does, however, pin the
day when adding (PartialTimstamp.add()).
