In the definition of start_proc_args and
stop_proc_arcs of a parallel environment, pseudo
variables like $pe, $processors, $job_owner etc.
can be specified.

This list of pseudo variables should be extended
by $sge_root and maybe $sge_cell.

This would allow the definition of the start/stop
proc script relative to $SGE_ROOT.

Currently the start/stop proc has to be specified
as absolute path, which makes it impossible to
provide template pe definitions.

Other objects might be affected as well, like the
checkpoint environment definition (migration
command etc.), or the queue definition (prolog,
epilog, terminate_method etc.).
