We have a couple of load attributes from a loadsensor script.  If using them in
a submission (qsub, qrsh) with no additional flags, everything works fine.  But
when "-w e", qsub always exits with a complaint that there are no suitable
queues.  (There ARE of course, and the job without "-w e" is executed right away.)

david> qrsh -l python=2.2.3 -w e hostname
error: error: no suitable queues
