For example, qconf -mconf will allow flush_time to be set to "1", even though
the format for the flush_time parameter is HH:MM:SS.  A subsequent qconf -sconf
will show that the flush_time was was indeed stored as "1".
Either qconf needs to complain about the invalid time format, or it needs to
automatically convert the numerical format into the proper time format.

I'm voting not to change the behavior but the documented syntax (which is not
consisitnely documented by the way, e.g. for "load_report_time" nothing is
documented at all.

So my suggestion is to documetned the time interval as follows:
