To add a complex with a duplicate shortcut to a system-defined complex, simply
delete the system-defined complex and add a new complex with the same shortcut
in the same qconf -mc session.

For example:
% qconf -mc
brch a RESTRING == YES NO NONE 0
calendar c RESTRING == YES NO NONE 0
cpu cpu DOUBLE >= YES NO 0 0
:wq
The built-in complex "arch" cannot be deleted
dant@sr-ergb01-01 added "brch" to complex entry list
% qconf -sc
#name shortcut type relop requestable consumable default
 urgency
#----------------------------------------------------------------------------------------
arch a RESTRING == YES NO NONE 0
brch a RESTRING == YES NO NONE 0
calendar c RESTRING == YES NO NONE 0
cpu cpu DOUBLE >= YES NO 0 0
