KEY ISSUE: Some Jobs are not dispatched.

Applies to some users in some cases. Neither reproducable nor predictable.

Qstat -j prints out messages like "cannot run in queue instance "fhi.q@compute-0-1" because job
requests unknown resource (h_vmem)". Nevertheless, in the very same moment a job is running in
fhi.q@compute-0-1 having a hard limit for h_vmem. The problem may occur in connection with all
resources used, i. e. the following:

h_cpu               h_cpu      TIME        <=    FORCED      NO         0:0:0    0
h_fsize             h_fsize    MEMORY      <=    YES         NO         0        0
h_vmem              h_vmem     MEMORY      <=    YES         YES        0        0

host-specific h_fsize values are provided by a custom load sensor.
