DESCRIPTION:
The job_info messages printed by qstat -j <jobid> are inadequate if a job can
not be dispatched due to a resource quota limit. E.g. for a job submitted with

   # qsub -P betatest -pe intelmpi 1 -b y /bin/sleep 1

the message

  (-l NONE) cannot run in queue "resource_quota" because it offers only
?c:slots=0.000000

is returned *for each matching queue instance* when the resource quota limit

  limit        to slots=0

is used. Ideally only a single message indicating the name of the limit rule
that would be printed to explain why the job could not be dispatched.
