The global shell_start_mode attribute is ignored. This global attribute is
overridden by the queue shell_start_mode if present and not set to NONE. The
problem is that the queue shell_start_mode is a required attribute that is not
allowed to have the value, NONE. The net result is that even though the global
shell_start_mode attribute can be set, it is always ignored.

The global shell_start_mode attribute should be removed and the docs should be

lowering priority - it cannot cause any misbehaviour, as shell_start_mode is a forced attribute of the queue.
