"qstat -xml" reports the job start time is reported in iso-8601

  <xs:element name="JAT_start_time" type="xs:dateTime" minOccurs="0"/>

whereas "qstat -xml -j '*'" reports the job start time (and all other times) in
terms of the epoch.

I suspect that the execution time could be more useful in seconds rather than in
a date format

Things seems to have changed. qstat -xml -j '*' no longer prints the
start time (and detailed_job_info.xsd doesn't have it). qstat.xsd
has it as xs:dateTime.
