One resource quota set:

$ qconf -srqs tester
   name         tester
   description  NONE
   enabled      TRUE
   limit        users {*} pes * hosts {*} to slots=1

First submitted job is fine, although qquota gives absolut no output. It should list all permutations of
the user(s) for each host. The next waiting job for the same user has in qstat -j the lines:

cannot run in queue "resource_quota" because it offers only ?c:slots=0.000000

for each host used alread by the first job. It's okay that the job waits, but there is no queue
"resource_quota" defined at all.

limit        users {*} pes * hosts {*} to slots=2 working but:

wrong output for qstat -j <waiting_job> and qquota.

limit        users {*} hosts {*} to slots=2 working and:

still wrong output for qstat -j <waiting_job>, but correct qquota output.
