With the new IJS, qrsh without command and qlogin should support both the -wd
and the -cwd option, like qsub does.

To add this enhancement, just change the parser to accept -cwd and -wd for qrsh
and qlogin. Then change to the specified directory before starting the users
shell. The shell inherits the directory (at least tcsh and bash do).
