In our environment, there are no restrictions on the number of jobs a user can
have at any one time (i.e., max_u_jobs is unlimited).  This ensures a busy
cluster, which is desireable.  However, we would like to "encourage" the use of
array jobs as much as possible.  One method of doing this would be to limit the
number of jobs a user can have in the "qw" state.  The number of jobs per user
in the "r" state would still be unlimited.  However, if a user hit their "queued
job limit", further qsubs would be rejected.

Currently, SGE does not currently account for "r" jobs separately from "qw"
jobs, making the above scheme impossible.  We would find this feature very
useful in our environment.
