qsub -c <intervall> ...

does not initiate checkpointing if the m flag is
not set in the ckpt
object and also not specified in the commandline.


(1) add 'm' flag to the 'when' attribute of the
concerned ckpt object
(2) use -c m during job submission


(1) Handle jobs which were submitted with -c
<interval> as if the m flag is set.
