Just like a JSV can request access to the environment variables of jobs, a JSV should be able to ask for additional information about the
cluster, such as the number of pending/running jobs in the cluster, the number of pending/running jobs for the current job's owner, etc.
The qmaster can then pass that information into the JSV instead of making the JSV run qstat or use JGDI to get the information, which would
be a death sentence for performance in a server-side JSV.  Having this feature would make JSVs outrageously powerful, and would make our JSV
implementation significantly better than esub.
