The man page qconf(1) says:

-dq queue_name,...      <delete queue>
Removes the specified queue(s).
Active jobs will be allowed to run to completion.
Requires root or manager privileges.

But when I try to delete a queue while a job is running in this queue, qconf prints:
"There are still running jobs in the queue. Deletion denied."
