qstat -j <jobid> lists the submission_time in one entry. Having the start_time listed there would be useful. To have it also available for
the tasks of an array job, it would best to list it in the lines "usage  <task_id>:" or a separate line.

To have both entries there it could also be implemented like h_rt=... is listed in the "usage  <task_id>:" line, while a new line is created
with "start_time <task_id>:" with the format like in submission_time.

By h_rt I meant the elapsed wallclock time, maybe just rt=... would avoid seeing this as a resource request.
