I don't know in which version the behaviour changed (it still worked in 6.0u9) but I consider the current implementation a bug.

"qmod -cj" is a submit host feature for our users to clear the error state of their jobs in case of self-inflicted temporary problems. This
is now impossible:

denied: host "" is no admin host

Now I need to declare all submit hosts as admin hosts to get this running again. This is really no security gain.
