The share tree policy only allows leaves to be
users or projects.  It would be helpful and add
great flexibility if userlists could also be leaf
nodes.  Then, a leaf could be a department, or
some group of users, and Projects could be used
exclusively for implementing job classes.  If a
user is added or removed from a userlist, the
share tree policy would automatically be updated.
 Also, usage by userlist/department could be
tracked easily.

Workaround: add users manually to the share tree
in groups corresponding to userlists (and
departments).  When moving or removing a user from
a userlist, admin must take care to also
simultaneously update the share tree.  For
accounting/usage, admin must add together usage
from individual users in a userlist/dept.
