When adding more than one resource quota set entries in a resource quota set file, the "qconf -Arqs filename" only confirms the first quota
set entry as being added to the resource quota set list even though all quota sets are added to the rsource quota set list.  See example below.

myhost> cat my_rqs

   enabled      TRUE
   limit        users {user1} hosts {g0145*,g01460} to slots=0
}

   name         rqs_test2
   description  "test2."
   enabled      TRUE
   limit        users {user2} hosts {b0155*,b01560} to slots=0

   limit        users {user3} hosts {b0165*,b01660} to slots=1
}

myhost> qconf -Arqs my_rqs
