Hi,

qalter throws a misleading error in case one tries to modify a pending job's consumable resource and server side jsv is enabled. This is a
real life example:

for job in `qstat -u ahaupt -s p | egrep '[0..9]' | awk '{print $1}'`; do
    resourcelist=`qstat -j $job | grep 'hard resource' | awk -F : '{print $2}'`
    qalter -l $resourcelist -l h_vmem=2G $job
done

It produces error message like this:

[...]
denied: can't change consumable resource request "h_vmem" of running job
modified hard resource list of job 1349581

Well, the job isn't running - not yet. In the end it also does exactly what I want... Just the error message is wrong.

This isn't limited to having a JSV in the setup: http://gridengine.sunsource.net/issues/show_bug.cgi?id=3269
