Need hysteresis in the suspend system to avoid
continually suspending/releasing jobs.  True of
any kind of negative feedback system

With the current system, you cannot achieve a
target per processor load ave of 1, particularly
on a multi-processor machine.  One job will be
continually suspended/released as the system
cycles above and below the threshold.

Simple fix might be to use the "load threshold"
for submitting new jobs as the lower bound.
Otherwise, the suspend table should be split into
two columns, one for upper and lower bounds.

Any possible timeframe for this?  It really makes running SGE queue on personal
workstations very inefficient.
