------------------------

Currently load sensor values are taken into
account (for
scheduling decisions, for example) with an
effective delay
of one load_report_time interval. At job finish,
this may lead
to gaps between successive jobs, because the
release of
a resource by the finished job is noted only with
the above
delay.

With large numbers of short jobs this may
seriously impact
throughput.

The apparent reason for this is that execd reports
_previously_ sampled load sensor values to qmaster
before
initiating the next sampling cycle (by sending
'begin' to the
load sensor script).
Even when the load sensor script provides the
updated
values quickly, they are reported to qmaster only
at the
next cycle, i.e. after one load_report_time
interval.
